Describe the bug
When publishing CMS portlets through the UI, the time flips between midnight to noon or noon to midnight. If the time for an approved start date or published expiration end date is 12am midnight, it will change to 12pm noon. If the time is 12pm noon, it will change to the next midnight.
To Reproduce
Steps to reproduce the behavior:
Edit a Content Management Portlet (Admin Tools > Manage portlets > Find a portlet with type = CMS > Edit)
Set the approved start date (or the published expired date) to tomorrow 12 am midnight
Save
Go back to edit the Portlet to review the published details
Confirm time has changed to 12pm noon.
Expected behavior
The time should stay as either 12 am or 12 pm when set.

uPortal Version: uPortal 5.1
Additional context
Workaround: We've been publishing/expiring content at 1am or 11pm instead.
