Describe the bug
If you look at grant/ark:/87287/d7gt0q/grant/K328D57-127575, assignedBy is missing a name and it also doesn't have a sponsorAwardId for the grant number. These correspond to "Awarded by" and "Grant Number" in the interface. However, @rakunkel-ucd checked the data, and the agency id exists there and in the agency reference table. For some reason, it didn't map. Another example of a missing agency is ark:/87287/d7gt0q/grant/K329D56-127678. Whether the mapping failed needs to be confirmed, but since the agency is NIH, it is expected that it is in the reference table.

Expected behavior
In the first case, the agency name US DEPARTMENT OF AGRICULTURE AGRICULTURAL RESEARCH SERVICE (ARS) should appear. In the second case, NIH should appear.

After looking at @Vensberg provided examples, none of them contained a funding agency nbr. I think when I checked the first example, I mistook the admin agency number for the funding agency number. I don't see a way to derive the funding agencies.

After reviewing the data, we determined that when the preferred field fpt_agency_nbr, is missing, agency_nbr should be used.
