What is best practice for adding new gems and custom environment configs?

I noticed there was a post install script called:

provision-post.sh

Is this where I would install custom gems and other custom environment configurations?

I would like to be able to version control this as well so I can pull it down into future installs and be ready to go for next time.

You can add gems with the site.yml too.

But it can't specify the version of gems.
