The test case has a Rich Media annotation with an embedded file that is is not listed in the Names tree in the Catalog.
PDF/A-4e says: "A PDF/A-4e conforming file may contain an EmbeddedFiles key in the name dictionary of the document catalog dictionary. Any file specification dictionaries present in the value of the EmbeddedFiles key shall comply with the requirements of 6.9, except that the embedded files may be of any type."
My interpretation of this always was that all embedded files need to be listed in the Names tree. I agree that this is not what it says, however, it would be strange to require compliance with 6.9 only for those embedded files that are listed there.
The question is how this provision has to be interpreted.
