Hi Jacob,
I think this depends on what you are trying to accomplish.

Do you want to do an external scientific collaboration as an academic or a full research project as a student?
In that case it's probably best to formally propose your idea either to Prof. Blaise Tine or Prof. Hyesoon Kim. The best approach is an email and if you want to discuss it you can bring it up in the developer meeting. The Professors will follow up with the next steps.
On top of that it is a good idea to open an issue if you want other people to be aware of your project while you are working on it.
