How do I send the PARTNER ID to do the split, instead of his key? because I don't know the key.

Split subaccount is not correlated to the Partner system. That means the entity you are sending money at withdrawal does not need to have a registered account at woovi, the only key you need is a pix Key.

In the Partner system you don't have the need to create splits inside charges. You can just create regular charges on the Affiliate account, if the markup fee is configured, the charge will be crated with the splits already configured for the affiliate.
