I finally figured out that I need to use REUSE_WIN7="yes" to get IE11 to install. But when I do it hangs at waiting for shutdown for many minutes with no activity in the preview.
I see in the preview it is waiting at a dialog. A workaround I found is to go to the VM in the GUI and right click and "close" > "power off" (ACPI shutdown does not work for me). Then the script notices and completes tries to upgrade to IE11. But unfortunately after a reboot it doesn't get out of "Waiting for IE11 - Win7 to be available for guestcontrol..." and then the machine just shuts down.
Then when I boot it manually, it is still at IE9 and there isn't a EXE on the desktop as some have suggested to manually upgrade to IE11.
REUSE_WIN7="yes" is the default, so that's not it. What version of VB are you using, and are you sure you've got the matching/up-to-date guest additions installed? #322 is old and everything except downloading guest additions should have already been addressed by a recent ievms update.

So I just went to https://www.microsoft.com/en-us/download/Internet-Explorer-11-for-Windows-7-details.aspx and downloaded and installed manually.
