In bringing up AVB it became clear that if the RX_ER line ever goes high then the next packet will be dropped. The RX_ER line should be ignored when DV is low.

This has been fixed in the RT MII and the 10_100 RGMII, but is more difficult to fix in the RGMII and RX_ER is not being looked at by the lite (standard) MII.
