Move swagger to subfolder and create autorest config readme files. The folder structure is selected to match the structure of the azure repository.

What this PR does
Before this PR:
The swagger files were located in old location, that does not reflect the current state of the azure-rest-api-specs folder any more.
After this PR:
The folder structure is reflected accordingly. Moreover the readme.md files are created with the configuration for the autorest.
