Loop through repositories and add circleci_known_ip parameter into each job in accordance with https://circleci.com/docs/ip-ranges/
A requirement is to not use machine images, so switch to Docker with option to pass in mapping for machine image to docker container with one example in it
Create CSV with pull request information in so this can be run for large organizations
