Initial release of VkResample. Can upscale power of 2 sized png images with the following command: -i INPUT_NAME.png -u UPSCALE_FACTOR, where INPUT_NAME is a valid png file name and UPSCALE FACTOR is a power of 2. Requires Vulkan support, which is provided by the graphics driver.
