Since it's not suppose to happen - do we know when/why it does happen? |

Not sure weird customer setup I guess, tried to reproduce the issue I never had the default config left behind. But it happened to one of our customer, so if it ever happen it will be easy to remove for them with this change. |

What does this PR do?
Remove ntp default config file if it still exists. This scenario isn't supposed to happen but if it does it'll prevent ntp from starting twice.
