It displays your commander-, rank-, ship- and docking-information in EliteDangerous.
The latest version can be downloaded here: Release Page
Otherwise you can build the project yourself.
To install this project, drop the EliteDangerousLCD.exe into your Logitech Gaming Software\Applets-folder.
