These Android Validation Layer binaries were built with ndk version 21.3.6528147
The validation binaries can only be used with a device that supports Android API version 26 or higher.
UPDATE: Previous binaries were deleted. The new binaries that are uploaded statically link libc++ libraries. See #5491
