bot and data service migration

  • migrate to aiogram 3.x with support aiogram dialog
  • save hhru query raw output to database and remove сcurrent data processing.
  • add pydantic to api responses validation process data. New pipeline:
    • query api
    • save to db if response data not exist
    • if exist - get data from db
    • validate data
    • transform data
    • save transformed if not exist in db
    • return transformed…
