The feature is currently hidden under a feature flag PORTFOLIO_VIEW to run and test run PORTFOLIO_VIEW=true yarn watch. Currently the app will crash without the necessary controller updates or patches

…ns (#12274)

## **Description**
This PR updates naming for returning a txHash asap and also merges
shared feature flags for smart transactions with network specific ones.

## **Related issues**

Fixes:

## **Description**

Rejecting a transaction confirmation caused the app to crash.

This was due to Hermes not supporting the recursive nature of the error
`stack` during serialisation.

Resolution:

- Force the use of `7.0.1` of `@metamask/rpc-errors` since there are no
API breaking changes.
- Update the pre-existing patch to target this new version.
