Your tenant may have Conditional Access policies that block using device code flow to access Microsoft Graph. Error may occur in following scenarios:

Microsoft tenant (72f988bf-86f1-41af-91ab-2d7cd011db47) has such Conditional Access policies configured.
- First run `az login --use-device-code` with a scope (such as the default ARM scope `https://management.core.windows.net//.default`) that doesn't have such Conditional Access policies configured, then call `az ad` commands which silently acquire an access token for Microsoft Graph, or call `az account get-access-token --scope https://graph.microsoft.com//.default`. You will see `AADSTS50005` or `AADSTS53000` error in the terminal.
- Directly log in with Microsoft Graph as the scope by running `az login --use-device-code --scope https://graph.microsoft.com//.default`. In such case, you will see error "Help us keep your device secure" in the web browser.
