Pull Request Description

Adds a new heat pump option for pool heating both in options_lookup.tsv and in the Misc Pool Heater.tsv. This is in support of the panels work since electric pool heaters are power intensive. Heat pump pool heaters are not available in RECS, so the split is informed by CA RASS 2019.

According to the OpenStudio-HPXML documentation on Pool Heaters an Electric Heat Pump Pool Heater will use 1/5 the energy as an electric resistance pool heater. I looked at the latest datapoint comparisons. For the units that had an electric resistance pool heater in the baseline, the electric pool energy of the heat pump pool heater is 1/5 the base value.
