Decidim 0.28.xでの動作検証ができるよう修正
Abstract
decidim-cfjではDecidim 0.28.xでの動作検証を行っていますが、現状このgemに0.28.xでは使用できないよう制限がかけてあるため、このgemを含む形での動作検証ができなくなっております。そのため、上限の制限を取り払っていただきたいです。
なお、何か具体的にDecidim 0.28.xでは動かないような既知の非互換があれば教えていただけるとありがたいです。対応を検討します。

gemspecからdecidimのバージョン上限を削除します。
How to check this PR
Decidim 0.28.xと組み合わせれば検証できるかと思われます。
なお、Decidim 0.27.xには影響ないはずです。
