build(deps-dev): finish standard to neostandard migration #489

This repo migrated from standard to neostandard with #462, however there were a few odds and ends missing.

This PR:

Removes the unused .eslintrc.json as neostandard uses the included eslint.config.js
Updates the standard readme badge to neostandard
Removes eslint from dev dependencies as neostandard includes eslint
Updates the files neostandard ignores to resolve from .gitignore

Checklist

run npm run test and npm run benchmark
documentation is changed or added
commit message and code follows the Developer's Certification of Origin
and the Code of conduct
