• bump flask from 3.0.1 to 3.1.0, release notes: https://github.com/pallets/flask/releases/tag/3.1.0
• bump flask-compress to 1.17, and remove the customed compression MIME types, as the extended list covers our usage (Expand mimetype defaults colour-science/flask-compress#57)
• remove explicit dependency declaration of werkzeug, which is always required by flask
