Add support for v0.12.0's new zig fetch --save command by adding a build.zig.zon to the generation.

Fixes #33

rebased and merged in this commit: ecc5edc

I also did some extra work on top to pull the version from the upstream json repo and validate it's a valid semantic version in this commit: 5415695
