Motivation for this change

Adds lemmas on monotonicity and antimonotonicity for norms, needed by #1053

Things done/to do
  • added corresponding entries in CHANGELOG_UNRELEASED.md
  • added corresponding documentation in the headers
Compatibility with MathComp 2.0
  • I added the label TODO: HB port to make sure someone ports this PR to
    the hierarchy-builder branch or I already opened an issue or PR (please cross reference).

Note that these lemmas are now in MathComp 2.1.0 and should make their way to MathComp 1.18.0.
We could indicate that as a comment in mathcomp_extra.v to know when we can remove them.
