- use dnsmasq for translations generic worker
- reboot after making dnsmasq changes
- move dnsmasq earlier (mostly for improving dev iteration speed)
- rebooting after dnsmasq install didn't help
- add debugging, add debugging-fail temporarily
- fail sooner for testing
