Proposal to add Alexander Best as an OpenEBS Special Maintainer.
Alex will be liaising with CNCF and taking the project forward along, in its incubation and graduation path.

@avishnu, there is the SPECIAL_MAINTAINERS file as well, why do we need that file is we have a section here? If we want to keep that then change is needed there as well.
