FreeTDS v0.95.83 Windows binaries for pymssql.

This is a snapshot from FreeTDS Branch-0_95 branch at commit FreeTDS/freetds@dfe1e00.

iconv implementation used is win-iconv (https://github.com/win-iconv/win-iconv). It's linked statically.

OpenSSL implementation used is from http://www.npcglib.org/~stathis/blog/precompiled-openssl/

Starting with this release, versions of the FreeTDS libraries which aren't linked against OpenSSL are also included.
