Issue: #173

What Changed

This PR brings back non-categorized rules, such as meta-inline-properties. There was an oversight in the auto-generation of the configs/rule file which ended up removing that rule of being available as part of this ESLint plugin.

Additionally this formats and cleans up documentation of all rules.
