V2.6.x testing global multiplexing disabled

this adds test group for running all tap tests with
mysql-multiplexing='false'

tests are linked from the 'main' test/tap/tests folder
to folder test/test/test_multiplexing_false

to reconfigure proxysql, adds pre-test-run script
test/test/test_multiplexing_false/pre-test_multiplexing_false.bash
