You deleted the contributing.md which is where the reference to the dual license for contributing to IETF was placed. As long as we are going to contribute to some other body such as IETF or ISO and we want to hold out that option then it behooves us to leave the contributing.md file and indicate the intent to sublicence the spec so that contributors are aware of the intent.
