Actually, a "Grant Administration" only appears once in the latest XML

@rakunkel-ucd grant administrators are identified in the <participants> section, under <role>Grants Administrator</role> these represent people however, so changing that to a department would involve looking them up, and picking their primary department.

Alternatively, as you noticed there are also organizational credits. I don't know where that list comes from:
