  1. Move SPDX_VERSION to configuration 

    This change allows setting an output SPDX version in the config.
Defaults to v2.2

  2. Make SPDX config ref data configurable 

    It was previously set in the code to the default values. This
change allows configuring the data, as well as the SPDX config
version that should be used
