Adds a binary to assert specific behavior on the devnet:

  • Block Building -- Simply sends 30 valid pbh transactions to the builder, and asserts inclusion on all transaction.
    • This additionally validates the Builder's payloads are favored over the sequencer on the network.
  • Fallback -- This asserts that even in the case when the builder is MIA the chain progresses falling back on the sequencer.

A question I have is if we want to put this in CI? I am pretty sure we will need a larger actions runner if we do

Looks good! I think it would be awesome to get this int CI. Might work as is, who knows.

Okay cool! I'm going to merge this in, and I'll isolate that into it own PR
